Let us define the order in which VMs are started

Description

Hello,

it would be great if we could define an order in which VMs are started at FreeNAS boot time. Additionally VMs should be started serially with a configurable delay and not all in parallel at the same time. I have 5 productive VMs with more to come (probably) and one fails to start at FreeNAS boot time, because that stupid linux systemd times out when trying to start Confluence due to the high load when booting 5 VMs in parallel. When I reboot that VM later everything works as it should.

Kind regards,
Patrick

Unsetting, this is best for 11.3 and the rewrite to the VM plugin.
