Update rrdtool to 1.7.1

    Description

      After updating from 11.2 U1 to U2 rrdtool crashes when the dashboard is viewed. Additionally no graph data is shown, and drive temperatures are all listed as "N/A".

      The issue does not appear if reverted back to U1.
