FreeNas on ESXi: DHCP in Jail does not work

      Description

      DHCP in Jail does not work on FreeNAS-11.2-U4.1 which is installed on ESXi 6.7.
      I'v created plain 11.2-RELEASE-p9 jail with DHCP Autoconfigure IPV4. Jail does not start, it fails with error:

      root@it-msvtest-1f:~ # iocage start it-jailtest-2f
      * Starting it-jailtest-2f
        + Started OK
        + Configuring VNET OK
        + Acquiring DHCP address: FAILED, address received: 0.0.0.0/8
      
      Stopped it-jailtest-2f due to DHCP failure

      I enabled promiscuous mode, MAC address change and forged transmitt in vcenter. I'm able to see DHCPDISCOVER and DHCPOFFER messages in dhcp server log.
      If I run tcpdump on FreeNas (directly in console, not in Jail) I can see DHCP messages on the network interface.

      I don't see any DHCPREQUEST or DHCPACK messages in dhcp server log.

      It would be awesome if the jail worked well in vmware environment.
