Fix regression with /var/log/messages being stored on tmpfs by default

      Description

      Starting in 11.1, there was a regression to store all of /var/ on tmpfs, including the /var/log directory.

       

      I have confirmed in TrueNAS versions and FreeNAS versions 9.10.2-U5 and 11.0-U4 that this was not the case.

       

      This is now effecting TrueNAS customers because on reboot/panic, we're losing logging for that controller. This is especially painful for single controller systems.
