Avoid unnecessary Samba starts and stops when editing System Dataset configuration

      Description

      After deleting a pool which had SMB shares configured on it, destroying the pool but leaving the share configuration intact, recreating a pool with the same name causes the samba service to start. Samba is started even if "start on boot" is not selected and the datasets for the samba shares do not exist.
