Ensure update doesn't try to start an already running jail

Description

when updating a plugin from GUI in section:plugin/installed/3dot/update i get an error message plus the plugin claim to be up and running, but i can't access web interface of plugin.

error: [Ermo 17] File exist: '../var/run/log' - > '/mnt/iocage/jails/plex/root/dev/log'
