Fix timezone in postgresql config file for migrated asigra plugin

In my tests, I found the timezone set to 'US/Pacific' in postgresql which we don't find in shared data of postgresql 10.11 which makes postgres fail to start. Here we set the timezone of the host machine in the jail for postgres.
