Exception not handled when plugins have not been cloned. "REFRESH INDEX"

Description

When trying to install plugins and "REFRESH INDEX" on the webui has not been pressed an exception is thrown for 'git.exc.NoSuchPathError: /mnt/POOL/iocage/.plugins/github_com_freenas_iocage-ix-plugins_git' The exception should not be thrown, and the Index should automatically refresh.

Additionally it is not clear that the index needs refreshed from the error message.
