interface.rollback() is removing all entries in network_interfaces on standby controller

When configuring an interface on an HA system, and then allowing that interface to rollback the api `disabled_reasons` returns DISAGREE_CARP because the `interface.rollback` method is removing all network entries from the `network_interfaces` table on the standby controller.
