No help text in System>Alert Settings

      Description

      Please add help text to the fields in System > Alert Settings. I breifly tried my hand at adding the helptext file/code, but I was unsuccesful with my limited knowledge. Since there are only two fields there isn't a need to add a helptext for each cloned field. If it's possible, just add helptext for the two unique fields and programatically populate that for the clones.
