Cron tasks are run on wrong time zone after initial setup

Description

The original issue was closed without being resolved:

Cron tasks are run on wrong time zone after initial setup

However it's still a bug in the latest release (FreeBSD 11.3-RELEASE-p9 #0 r325575+588899735f7(HEAD))

I've labelled it as High because correct timing of events is critical in any OS.

Sorry, having re-read the original bug report, it seems that the issue persists even after rebooting. I no longer recall whether a reboot fixed it for me. The only way I can test this now is to install into a VM, which is also something you could do yourself (probably quicker than I could do it!).

can you confirm this is still an issue on 12?
