Cloud Sync to BackBlaze creates duplicates of all files

      Description

      I'm running 11.3, and use FreeNAS primarily as my Plex media storage.  I have a Cloud Sync task set up to sync my files to a BackBlaze B2 bucket.  Running 11.2, this worked perfectly - the task would sync changed or new files to the bucket, and ignore unchanged files.  Since I upgraded to 11.3, this behavior has changed - now it sends a new copy of every file to BackBlaze, duplicating my entire media library every time it runs.  Shouldn't the sync strategy ignore unchanged files?
