FreeNAS-11.3-U3.2
Steps to reproduce:
* Install a plugin. It is automatically started and "boot" is checked
* Uncheck this box
* Open de details of this plugin/jail and press "stop"
* The boot is automatically re-enabled
btw: It is als a bit inconistent between jails and VM's. A jail is directly started after creation.
