Failed to start ntpd

This server was updated to 11.3 U5 and then to 12.0

Issue: ntp does not seem to be starting properly

Ive attached a debug and while searching on this issue I saw a similar ish issue regarding ntp syncing, in that issue the reporter was advised to run:
