Restore background cpu dashboard widget updating

Description

In NAS-107697, we had to stop the dashboard from updating the cpu widget in the background because that was causing the dashboard to freeze entirely. Now that we know the cause of the problem we can investigate bringing back this functionality without locking up the dashboard.
