I think this section in the manual is writhen by someone not too involved with Kubernetes.
What they seem to mean is "kubernetes management utility"
The differences between stock k8s and k3s, besides packaging, are mostly related to included storage-provisioners and loadbalancers. Primarily a shittone of those for cloudproviders that are cut-out of k3s (which are also not needed for SCALE).
However: It would be nice to have a way of adding k3s service flags (that isn't removed on reboot) to strip k3s features...

While having k3s in SCALE is great as it fills the usecase of easy deployment of applications, it may be too limited for some of us hoping to have a full-fledged kubernetes environment. In the case that NAS-108885 is rejected/impossible to implement, please consider adding support of running kubeadm inside of SCALE. I'm not sure if this is planned or not, but the developer notes give hope that this will happen at some time?
I'd imagine it would be exclusive with k3s, and after enabling it the user would be presented with credentials to the node and be free to do whatever he wishes, with little or no handholding or constraints
