Home directory populated automatically when creating a new user

I created a user that had a home directory attached to it.  When adding a new different user at a later time, the Home Directory gets populated automatically with the last entry made from that prior user. 

Screenshot attached shows a home directory path that I did not specify when attempting to create this user.  No debug available as that option is not available due to a UI regression.
