Excessive logging in failover.log in non-HA configuration

      Description

      In my standalone, single-server installation, I am seeing repetitive entries in failuover.log (many per second in bursts), all resembling the following:

      [2021/02/17 14:21:37] (ERROR) failover.remote.get_remote_os_version():195 - Failed to determine OS version
      Traceback (most recent call last):
        File "/usr/local/lib/middlewared_truenas/plugins/failover_/remote.py", line 193, in get_remote_os_version
          self._remote_os_version = self.client.call('system.version')
      AttributeError: 'NoneType' object has no attribute 'call'
      

      It appears that either som component is taking an a step too far given the configuration, or the method it's calling to decide whether or not to take that step is logging inappropriately.
