Wireguard Tunnel remains on passive node of HA system after failover.

Description

Seen with TrueCommand Cloud wireguard tunnel to HA-enabled TrueNAS.

Once a failover has been initiated on the NAS (typically as the result of an update) - the wireguard service/tunnel remains running on the (now) passive node of the system - preventing TC from being able to do anything with that NAS until it is manually failed-over again.

Solution:
The passive node should turn off the wireguard service on failover, and the active node should turn on the wireguard service and re-connect to the TC Cloud wireguard instance. This will ensure that TC can always communicate with the active node - even in the middle of a failover/update procedure.

Just FYI: The 12.0-U4 pull-request was integrated already – the issue is still "IN PROGRESS" until the required code-review feedback for CORE is obtained and integrated. 😉

Ticket was created as something that happens during an upgrade, but I saw it when I added an existing system to TC cloud.  Upgrade had already happened.

I probably obscured the details by messing around with the system, so not sure the debug will help, but including it anyway.  🙂
