move disk.sync_all and enclosure.sync_zpool on HA

PR: https://github.com/truenas/middleware/pull/7297

`disk.sync_all` and `enclosure.sync_zpool` are expensive on very large systems (100's of disks) so move when we call them to after the necessary services for failover have been restarted since nothing is dependent on those.
