Some CORE 12.0-U6 systems do not persist UI/themes settings

Description

Hi!

I upgraded two systems from 12.0-U5.1 to 12.0-U6. On one of them I cannot set a custom theme. The one I had was deleted, and every new one I create does not survive a logout and subsequent login.

The other one of my two systems is behaving as expected.

I'll attach a debug of the misbehaving system.

Confirmed happens here on 3 TrueNas systems at 12.0 U6.  This is real problem for those of us that need the High Contrast theme - that Ix dark theme blows if you have low vision.

Seeing on 3 systems: reset to iX Dark and Welcome screen on each login or Refresh.
