[SCALE] Add Powertop package

Description

PowerTop is a package provided by Intel to both monitor and analyse powerconsumption of the CPU. While at the same time also providing tools to optimise systemsettings for optimal power-efficiency.

While it's out of support scope to support the (automatic) optimalisations, it is quite relevant for Intel users with power-optimised NAS systems to be able to gather actuall CPU power measurements.

Most importantly PowerTop allows to power-estimates per process, which no other tool is available to do so.

It has to be noted that users of more power-optimised NAS systems are one of the side audiences that SCALE appeals to (as the linux kernel is generally more power efficient), adding this also caters to said audience.
