Add memory health check

Description

Memory health check now exists per TC-1877, but memory can not be properly read from inside the container with /proc/meminfo, free, or top.

Closing as Done. Memory check script and its Nomad definition are ready. For now, only internal instances will have the memory check (see accountmgr). For now, the memory script returns 0 immediately (/overlay/bin/check-memory.sh in truecommand repo).
