Instead of /etc/motd FreeBSD 13 started to use /var/run/motd, generated by motd service from /etc/motd.template. The new path is specified in /etc/login.conf, which we ship custom in TrueNAS and haven't updated for 13. /etc/motd.template does not have a version template on the first line, it is prepended always.
