Fix issue that prevented submission of bug report from Support tab of UI

Description

i'm unable to send bug report via the freenas interface. I was able to do it before they change from redmine to jira. I have reset my password in jira and i'm still unable to send any bug report. this problem happen on 11.2-U3 and 11.2-U4

FreeNAS has acces to internet

I don't know how to export debug file without the GUI, so if needed, tell me how.

Keven: can you confirm that submitting a ticket now works from the Support tab? It is fine to try by sending a test ticket.

Former user, When I click on submit the popup Ticket show 20% (shown in the joint piece) for 1-4 sec then I get the error. the UI stay responsive I can clic close on the popup without any problem
