Add "Custom Provider" options to Dynamic DNS page

Description

I'm using the latest version FreeNAS-11.2-U4.1, but this hasn't worked for a while.

The new UI does not show "Custom Provider" as an option. When I switch to legacy UI, it is an available option in the dropdown menu.

Using the legacy UI, many of the fields I enter will not save.

(docs) The docs were already present. Added by this PR: https://github.com/freenas/freenas-docs/pull/695

An intro entry is not needed as this was a feature parity change.

ACCEPTANCE CRITERIA: In Services > Dynamic DNS, user should be able to select 'Custom Provider' as the last option in 'Provider', and this should expose the Custom Server and Custom Path input fields.
