Update wants to downgrade my version

Description

I was having issues with my 11.2 U7 install that were not fixed with an update. I ended up wiping my system with a fresh install of 11.3 and then uploading my config form 11.2 U7.
With the fresh install there were no updates that showed. However after the restore of the config it shows and "update" from 11.3 to 11.2 U7 in the 11.3 stable train.
I didn't read it close enough before clicking on it. The result is not bootable as it fails to access the root file system.
Please let me know if there are any more details needed.

I have this issue as well. For me it may be related to having accidentally clicked "Download and install" twice because nothing happened after the first time and the button for "Apply downloaded files" was not showing until I clicked blindly between the two buttons and the third one (Apply) appeared.

It most certainly applies the upgrade. I've added screenshots of the update installing (2020-01-31 07_10_22-FreeNAS), where 11.2 U-7 hangs on reboot (IMG_20200131_071639), and the boot list post upgrade booted back into 11.3 (2020-01-31 07_28_58-FreeNAS). I did not get the error you posted at any point.
