Poorly formatted UPS ONBATT and ONLINE emails

Hey,

I got two emails today to indicate my system was ONBATT and subsequently ONLINE. Both emails were poorly formatted. The body's of the emails were as follows:

Gmail in Firefox 75 on MAC OS 10.14.6

This could be simuled with /usr/local/bin/midclt call ups.upssched_event NOTIFY-LOWBATT (and other events)

It looks like the HTML tags in the emails are being interpreted correctly by JIRA. This is not the case otherwise.
