popup href not opening in new browser tab

Description

The SMB add "Hows allow" help popup contains a HREF. It opens in the current FreeNAS tab. All (not verified) other links are opening a new browser tab page. Tested Firefox and Chrome

Maybe a issue with the Anchor (#)?
