Changing DHCP to static with BPF enabled doesn't clear IP config completely.

When a plugin was installed with DHCP and BPF enabled. Changing from DHCP to Static IP doesn't clear the complete IP config and the Jail get's two ip addresses. The one static assigned and a Dynamic IP from DHCP. With BPF disabled the dynamic assignes IP changes in 0.0.0.0.

This can be a problem when a jail needs to use a custom DNS server.

This behavior was not observed in Freenas 11.2
