webUI states incorrect passphrase but they are correct

Description

On 11.3 when creating a GELI encrypted zpool with a passphrase I'm being prompted with this error message about the "administrator password" being incorrect but if you look in the background the passphrases match. This seems like a caching issue, this page in the webUI should not be caching passwords for obvious reasons.

I discussed this with Caleb and we have established that it is the latter, that these two fields are confusing. Perhaps we should call the Administrator Password field Root Password? Passing to docs to see if they have any ideas as to how to make this less confusing.

Other note, one of these fields is the root password (admin password) and the other is the passphrase for the pool. Unless you put in the same thing for both of those they aren't supposed to match (it isn't a verify password field).
