fibre channel targets are showing up in camcontrol devlist

Preconditions

TrueNAS 11.3-U2 running on X10 HA with fibre channel targets connected to esxi07.tn.ixsystems.com.

Steps to reproduce

1.) Begin upgrade to latest 12.0-INTERNAL

2.) Wait for the message to appear that it's time to fail over to continue upgrade

3.) Navigate to dashbaord to check HA status

Result

After getting the message to continue upgrade dashboard for passive controller shows HA disabled.  An alert is triggered that passive controller has disks that do not match active controller.
