Unable to upload config file in 12.0 BETA2

Description

Tried to install the latest beta of TrueNAS core (beta2) to a new drive and tried to upload the config file from beta1 and got an error message: [EFAULT] Failed to upload config, version newer than the current installed.

Was hoping that I would be able to move off the USB thumb drive I am booting off now to a proper sata drive with this latest beta, but turns out a new bug has crept up in NAS-106575's place.

Attached is a debug file in hopes that it helps

A simple reproduction is to install beta2 fresh on a machine or VM, log in to the GUI, download the default config and then try to upload the just downloaded config.
