network general settings are broken on SCALE HA webUI

Description

Seems like any changes made in the network general window are not being taken. just close the window without doing anything.

Also not sure what is going on with the domains field, if I try just passing in an array with ["foo"] it continues to return some thing with nested quoted arrays

this appears to be a middleware thing, I tried passing in a change of settings to network.configuration.update and then network.configuration.summary returns old settings back (but also seems to do weird things with the domains field)
