NextCloud requires the PCNTL extension for PHP for optimal operation

While NextCloud runs fun as is, it would run better if PHP's PCNTL extension were installed which would allow it to fork processes.  The updater and the installer for the plugin should download the PHP PCNTL extension, or build PHP with PCNTL.
