change verbiage in network section for HA systems

Description

The "Failover IP Address" title is very misleading and doesn't make sense.

Here are what the boxes need to say.

IP Address (this controller)
IP address (standby controller)
VIP address (failover IP address)

Also, the question mark help dialog boxes need to be rewritten completely. They are non-sensical
