[SCALE] Can't unlock encrypted zfs pool

Description

Hey,

I just updated to the lastet build (TrueNAS-SCALE-21.02-MASTER-20210217-172925).

And I can't unlock my encrypted pool. It does not show the "Unlock" button in the WebUI. I restarted the server multiple times and I won't show the button.

The problem in this ticket was caused by the same underlying issue reported in NAS-109826. PR was merged and unlock menu as well as all other encryption related items are back.

Unfortunately, while the unlock button is back, uploading the key file still doesn't work. Investigating further.

I tried the latest version and still got the same behavior on Chrome as well as on Firefox.
If I try to force navigate via "/ui/storage/id/Media/dataset/unlock/Media", It will just throw me to the login screen.

I update to the latest now (TrueNAS-SCALE-21.02-MASTER-20210224-232914) and it still won't show the button. The last build that worked for me was 21.02-MASTER-20210211-172919.
