make public api endpoint for retrieving unique system hash

Description

TrueCommand team needs the abililty to track systems by a unique system ID that doesn't change.

The usage plugin has "retrieve_system_has" method but it's private. I'll move the logic to a public endpoint so it can be used by TrueCommand.
