[SCALE] Descriptions of "?" are displayed off set by the scrolled distance.

Description

On app install side panel when clicking the "?" to see the description it shows a popup with it, right next to the "?"
However when you scroll down the popup stays on the same place and does not follow the "?", And every other "?" you click bellow it displays with an offset.

Tried dragging it, closing and opening again, but always reverts to the original posistion + scrolled offset. Also please close https://ixsystems.atlassian.net/browse/NAS-110184#icft=NAS-110184 as it was filled as suggestion by mistake

I see this as well when attempting to validate a LE cert (Click wrench on CSR window)

Browser: Chrome v89

The debug is 84mb, and can't upload because the limit is 71mb!

 ixdiagnose/log/syslog2.gz seems to consume most of the space
