OpenZFS: Rebase on zfs-2.1-release

Description

Rebase our ZFS on upstream OpenZFS 2.1, which will be an LTS release. This brings in some new features, such as draid, that will be interesting to investigate supporting in other parts of TrueNAS.

The OpenZFS 2.1 release cycle is underway (zfs-2.1.0-rc3 was tagged recently).
