Tailscale System Service

Description

Tailscale is a VPN service that's becoming pretty common for linking together people's personal devices. It uses a userspace wireguard implementation, so it isn't blocked on the current mess going on for the in-kernel wireguard implementation in FreeBSD. It's also already packaged by the FreeBSD team.

It's pretty non-trival to get working inside of a jail, so I honestly think it's worth running on the system and having it configured next to the other services like OpenVPN under `/ui/services`.

Please let me know if this is the wrong place for feature requests.

As a general strategy we are moving VPN services into Apps that can be setup and updated out of band from normal built-in system services. We recently added Tailscale to our Apps catalog for TrueNAS SCALE and would consider this request complete at this time. On the CORE side we are not actively investing in additional Plugins, so users who wish to Utilize Tailscale we would encourage updating to TrueNAS SCALE.
