Add the ability to assign Host USB device to a Guest VM using CLI and or GUI

It's an existing KVM feature : https://www.linux-kvm.org/page/USB_Host_Device_Assigned_to_Guest

use case : Zwave/Zigbee sticks etc

I tested in the beta bluefin release, the usb passthrough is not present.

This basic functionality is very important when talking about virtualization. Ex: Home automation key (zigbee, rfxcom, zwave, ...), security dongle, special peripherals, ...

as mentioned in the other ticket, this is also needed to passthrough UBS license dongles to VMs, so has also a business use case
