bugclerk visibility into OS Services repos

Getting bugclerk integrated into iX's local copies of upstream repos should provide additional visibility of upstream activity. This effort is expected to be staged in – that is, the OS Services repos with the least amount of activity/commits should probably be done first (probably Linux) and the one with most activity should probably be done last (ZFS or FreeBSD).
