smart.test.disk_choices returns disks that do not support smart tests

Description

Go to https://builds.ixsystems.com/job/TrueNAS%2012.0%20Internal%20CORE%20UI%20Tests/
Use recent instance.
Go to Storage -> Disks
Try running a smart test on one of the disks.

AR: You'll get an error message: "SMART support is: Unavailable - device lacks SMART capability.", however ` smart.test.disk_choices` will still return disks in the list.
