Reimplement zilstat SNMP MIBs to avoid using DTrace

Description

The zfsZilstatOps MIBs can be implemented using OpenZFS zil kstat counters in CORE rather than the zilstat script which relies on DTrace, similar to how this is being reimplemented for SCALE.
