VM delete fails due to non existing PCI device

Description

After the upgrade from Core (12.0-U7) to Scale ( 22.02-RC.2 ) I wanted to delete all VM's (I should have done that before the upgrade). However one VM cannot be deleted due to a PCI device I previously tried to attach which does not exist in Scale. See the attachments for the error I am getting.

I cannot delete the PCI device, and I also cannot edit it as I have no other device available to be selected.
