Add ability to modify ZFS parameters in TrueNAS SCALE

Add the ability in SCALE to easily modify ZFS parameters. Might be interesting to have an interface for adding parameter to any kernel module, not just ZFS, since sysctl stuff doesn't work with SCALE like it did in Core (Linux vs FreeBSD differences).

But a separate section just for tweaking ZFS could also be interesting, given TrueNAS is a ZFS based appliance.

I too would like to add to this. I’m running scale on a rather large system (40 thread, 760gb RAM) and seeing ~300gb of RAM sit idle isn’t attractive. I moved from Core to Scale due to some seemingly additional flexibility. I believe adding this feature as a use at your own risk is an acceptable solution.

I'm commenting to add a voice to this issue. Considering the change in Default ARC behavior and significant features in l2arc and special Vdevs, this seems like a must. I'd also like to add a voice to set the default tunables to more sane values, since l2arc_write_boost, and L2arc_feed_again can lead to unnecessary SSD wear when L2arc persistence is enabled.
