Add link to docs from Update page

Description

Would like to add a small text link to the update page underneath the trains selection.

"Click for information on TrueNAS SCALE Migration, Nightly trains and other upgrade options“

We will have the docs team create a URL with a landing page where we can update with information periodically on the trains, migrations or other relevant information. This will hopefully avoid a lot of questions from users saying they heard about something being available, but why doesn't it show up in the update UI.

Slight adjustment to link on update page within TrueNAS.

Website cacheing is still ongoing, but https://www.truenas.com/docs/truenasupgrades/ is now active.

Yep, thats a great start. We'll tune it as we go, add more links where needed. Go ahead and publish it. 

From my end, the goal here is to have a quick way somebody can find info from the TrueNAS update UI. So when they see some twitter/marketing/email or forum post talking about X/Y/Z version, we don't get so many of the "Why doesn't this show up in the update UI" questions everywhere. And we have an opportunity to inform the user before they take any sort of drastic action
