Increase default number of NFS servers in TrueNAS 13 and SCALE

Description

Per request from performance team, we should increase the number of NFS servers to 16 (maybe do a migration to move everyone up to new value if it's the default of 4).

Alexander requested that we do this for 13 as well.

I'm trying to determine where or if I should document this change. I don't see the option to set the number of servers so is this a CLI or API configuration option? Is it important to document this change?

Maybe put on hold until after 13.0-BETA1 release so that we don't end up with staged PRs bitrotting with DB migrations.
