multipath.query needs to use geom.cache plugin on 13

Description

Now that geom cache plugin is in 13 and the multipath information is being cached as well, the multipath.query needs to use the plugin to pull the cached information instead of loading the entirety of the xml on a system each time it's called. (It's called in an alert that runs on a schedule currently)
